This happened to me too, when she told me to meet her after the escorting it was about 02:30 in the morning or something so I did simple quests through the day until about 21:00, then when I ran to the mill she was waiting outside the door Only help I can offer is don't do Odo's quest, that jumped me to late at night and after it I went to the mill and she wasn't there.
